I have tried the things in there (looking at issues 1, 2 and 3 -
please say if there are others), but they have not helped.

SANE_DEBUG_DLL=128 scanimage -L gives the following output:

No errors that I can see there. And programs can detect the scanner
fine, and I do not have an ADF (the scanner is flatbed).
