What he means is that the queue is setup with the "HPLIP Fax" PPD file. That would be "HP-Fax-hplip.ppd.gz" specifically.

The name of the queue is irrelevant to this issue (I think!)

    device for Fax: hpfax:/net/Officejet_7400_series?ip=192.168.17.101

so clearly CUPS sees it. Why should the name of the queue matter? If it
does, it's a bug; I should be able to name the queue anything I want, as
long as it points to the correct URI.
