What you are probably missing is the libusb-devel package.

Unless you really want to do the compile yourself, it would probably be easier
just to pick up the binary RPMs from a Fedora Core 6 repository, such as

      http://mirror.linux.duke.edu/pub/fedora/linux/core/updates/6/i386

You'll need the hplip and hpijs packages.  To support the scanner in an
all-in-one, you'll also want libsane-hpaio.  If your printer is a fairly
new model, you may also need to upgrade to foomatic-3.0.2 from there.
