I was missing libgphoto2-dev, that was all. When I installed the HP package it downloaded a lot of packages (I watched it) that I did not have but I guess that it did not check for that particular one.
I kept on going to the libgphoto2 package, but the missing file is not in that one, then I saw something in a google that looked like the package was in the -dev package, downloaded it and installed it and sure enough there it was.
