Yes, the following cups-autoconfig change does fix the "Stopped Printer
Queue" issue in Suse 10.3. This was only a problem with the "hp" backend
not the "usb" backend.

In /etc/cups-autoconfig.conf make the following change.

from:
DisablePrintersOnRemoval=yes

to:
DisablePrintersOnRemoval=no
