From the policy point of view there is no real discussion. The HPR site says 'Our shows are produced by listeners like you and can be on any topic that "are of interest to hobbyists/hackers".' What makes a hacker, well someone who contributes to HPR of course. Given Lord Drachenblut was seen by many to be the quintessential HPR hacker type, and lostnbronx designs space ships for a living, well we can safely say we covered that requirement with flying colo(u)rs. I was sure his fellow hackers would like to also get involved which is why I suggested to lostnbronx to mail the topic to the list. As I remember it, the rules for the show were the movie needs to cost 10 bucks or less. I would suggest that hosts should feel free to interpret what is reviewed as they see fit, so long as the item is widely available for under "10 Bucks".
