Things should be back to normal. We're downloading the Windows prerequisites for the Github action from stellar-group.org (vcpkg-export-hpx-dependencies.7z, it's ~70MBytes). Since we're committing a lot of changes recently, this has eaten up all the bandwidth we have for the web hosting.
