All,

I would like to apply with github for the STE||AR-Group (mainly project HPX)
to become a sponsorship organization (i.e. being able to receive donations).
This requires to answer a lot of questions, one of them whether all decision
makers are on board with the idea of receiving sponsorships. I forgot to ask
today during the PMC meeting, so I'm asking here: does everybody would agree
to this?

I already applied with the OpenSource Collective to act as a formal
organization receiving the donations for us (for a cut of 10% they do all
the paperwork, taxes, etc.) - see https://opencollective.com/hpx. Please
register with them so I can add your names as contributors to that page.

The STE||AR Group is an international team of researchers who understand
that a new approach to parallel computation is needed.


How will your organization allocate the funds you receive from this
sponsorship?

We plan to use the funds received through sponsorship to support the HPX
project (mainly), covering costs for continuous integration (and similar)
cloud services, reimburse expenses for equipment needed, support developer
contributions (bug fixes, new feature development), buy t-shirts :-) (we
give those out for first time contributors), etc.


How are decisions like "what to do with funding?" made in your organization?
For example, do you have a single final decision maker, do you operate on
consensus, do you take a vote, etc. Please detail your process and give a
past example of that process in action.

The HPX project is the main project supported by the STE||AR Group. It is
structured around a mediocratic governance model
(https://hpx.stellar-group.org/documents/governance/). Final decisions will
be made by the project management committee (PMC) based on proposals from
the community. The meets regularly (see
https://hpx.stellar-group.org/documents/hpx-pmc-meeting-notes/) to discuss
current issues and lay out a roadmap for the foreseeable future.
