At the moment, I don't think we have a list of the server and URL
blocks directly. (Good idea.) However, the defaults.cc lists these
and the attrs.html reflects this as well. Certainly if you raise a
configuration attribute and it has been changed in the defaults.cc,
you should run the cf_generate.pl script to remake the attribute
documentation.
IIRC, from the way the code works, an attribute that works on the URL
scale would also work inside a server block in the config file. The
question is along the lines of whether the code checks the attribute
each URL or via the server.
