Yes. See the synonym algorithm through the htfuzzy program:

In short, edit the synonyms file as you like and rerun "htfuzzy synonyms"
One word of caution--phrases are not currently supported, so you can make
single word synonyms, but not anything like "homepage" <-> "web page"
