I'd prefer -c3p for a context patch with procedure listings as well, but
that's about it.

It depends on the patch. A patch against 3.1.5 is fine, though see below.

I guess I don't see how this is more fine-grained or flexible than the
regex limits in the 3.2 code, though I can see how it might be a bit
easier to use than the 3.1.5 controls.

Submit it. Either people find it useful, or they ignore it. At the
minimum, parts of it may live on, which certainly won't happen if you
don't contribute it. :-)
