Have you tried accessing the same site with a browser from the machine on which you are trying to execute rundig? This would result in start_url being set to /usr/local/apache/htdocs/index.html. This is the path to a local file, rather than a URL. You need to provide a valid URL (i.e. something that would work if typed into the address box of a browser -- limited to http://... for 3.1.x). You can also specify a file containing a list of valid URLs, using `...`, but that doesn't appear to be what you are looking for.
