Well, the phrase searching capabilities in 3.2 are really out of my area
of expertise, so maybe I'll throw this over to Geoff Hutchison and Quim
Sanmarti, who were working on a new query parser for htsearch. I know
Geoff has been busy with the mifluz code merge lately, so the new query
parser has had to take a back seat to this. However, maybe Geoff or Quim
could shed some light here...

Does the new query parser fix such problem? How's the work coming along
on it? What sort of help is needed on this?
