It's doing exactly what you've asked it to do. The start_url is
above, and limit_url_to is set to start_url. In order for a URL to
match the limits, it must match all of the start_url. But there's
only one page that does that--the start_url itself.
Try setting the limit_urls_to to a more appropriate setting and I'm
sure you'll be happier, e.g.:
limit_urls_to: http://www.foobar.org/site/
