The error message htsearch gives is wrong in the latest beta.  htmerge
does not create the db.excerpts file, htdig does.  If you don't have one,
either htdig failed to create it, which means it didn't find any documents
with indexable text, or it's idea of where the database directory is is
different than htsearch's (i.e. different config files).  If you're sure
your config files are OK and consistent at that point, have a look at what
files do exist in your database directory after running rundig.  If something's
missing, try running htdig with -vvv to see why it's failing.
