I guess it's possible.  Normally, you only get the "not found" error in
response to a 404 return code from the web server, or if you're using
local_urls_only and the file isn't there.  However, for whatever reason,
htdig will also give this error if it can't get a socket before it tries
to open the HTTP connection.  However, if it can get a socket but either
fails to get a name lookup for the host name or it fails to connect to
this host, it will give a different error message.

I'd suggest trying a web client like lynx on the same system, and try
to reach the same URL and see what happens.
