I would guess that you're running version 3.1.3, which mangled &
characters in URLs in this way.

If so, you'll find there are many, many reasons to upgrade to the current
production version 3.1.6 <http://www.htdig.org/RELEASE.html>

If you're running 3.1.6, are you sure this is in the <a href="..." link of
the HTML or in the URL displayed? Current versions of ht://Dig have
changed the templates to be more HTML-compliant as far as rendering HTML
entities, i.e. &amp; in URLs. If you want the URL variable displayed as
HTML, you probably want $&(URL). <http://www.htdig.org/hts_template.html>
