According to Christian Fredrickson:

You are aware that htsearch uses a different template file when it gets
no matches than what it usually uses for the header and footer of result
pages, aren't you? Check your setting of nothing_found_file.

See http://www.htdig.org/attrs.html#nothing_found_file
as well as http://www.htdig.org/attrs.html#syntax_error_file
http://www.htdig.org/attrs.html#search_results_wrapper
http://www.htdig.org/attrs.html#search_results_header
and http://www.htdig.org/attrs.html#search_results_footer
(or go to http://www.htdig.org/hts_templates.html)

If you have set nothing_found_file, and it's not working, see
http://www.htdig.org/FAQ.html#q5.31
