Phrase searching is only supported in the 3.2 beta releases.

If you want to try that, I'd recommend the latest 3.2.0b4 snapshot,
or the mifluz-merge snapshot, from http://www.htdig.org/files/snapshots/,
as the last official 3.2 release (3.2.0b3) is 1.5 years old and very buggy.
