PERCENT is only defined within the evaluation of search result templates,
i.e. the ones defined by template_map, because it's reevaluated on a
per-file basis based on the SCORE for that matched file.  It doesn't
make sense to use the following result-specific template variables in
a header or footer template:

... and any template variable generated by allow_in_form or
build_select_lists, as well as any environment variable you may want
to use.  The lists above were pulled from 3.1.6 sources.  For other
versions, YMMV.
