PERCENT is only defined within the evaluation of search result templates, i.e. the ones defined by template_map, because it's reevaluated on a per-file basis based on the SCORE for that matched file. It doesn't make sense to use the following result-specific template variables in a header or footer template: ANCHOR BACKLINKS CURRENT DESCRIPTION DESCRIPTIONS DOCID EXCERPT HOPCOUNT METADESCRIPTION MODIFIED PERCENT SCORE SIZE SIZEK STARSLEFT STARSRIGHT TITLE URL The variables that are appropriate for use in the header/footer/wrapper are: CGI CONFIG ENDDAY ENDMONTH ENDYEAR EXCLUDE FIRSTDISPLAYED FORMAT KEYWORDS LASTDISPLAYED MATCHES MATCHES_PER_PAGE MATCH_MESSAGE MAX_STARS METHOD NEXTPAGE PAGE PAGEHEADER PAGELIST PAGES PLURAL_MATCHES PREVPAGE RESTRICT SELECTED_FORMAT SELECTED_METHOD SELECTED_SORT SORT STARTDAY STARTMONTH STARTYEAR VERSION ... and any template variable generated by allow_in_form or build_select_lists, as well as any environment variable you may want to use.
