You could conceivably run it on a CD, though you would need to come up
with some method to access the htsearch CGI. Currently it assumes a
browser interface, which means that a webserver must be running. You can
run htsearch from the command-line (or a system/popen call) so it
shouldn't be hard to cook up a light-weight interface and templates to
meet your needs.

Take a look at some of the PHP and Perl "wrappers" in the contrib/
directory of the source and the contrib/ section of the ht://Dig website.

There are other search engine products. A website that follows these
products and lists reviews, features, etc. is http://www.searchtools.com/

ht://Dig is available under the GNU General Public License. There is no
differentiation based on use, though in this particular case, you are
arguably distributing the software, so you would need to make sure people
have the source code available (either on the CD or a notice stating that
the code is available from some other source).
