No, but I don't know of anyone else who's reported trying it either. What OS are you using? Some OS and/or filesystems have problems with certain characters in filenames, and certainly ? and & characters are among them.

Personally, I'd rather try using an HTTP proxy to handle local storage--you can still use wget to "prefetch" things through the proxy, but the proxy would be better able to handle file retrieval and issues like dynamic content on the remote server.

That said, I'd still qualify this as a bug, so it would help to get more information about your setup.
