Sounds like you may be running into conflicts with the
htdig-3.2.0-7.20020505 rpm package that seems to get installed by default
(at least on the Red Hat 8 systems I've installed).  Do an "rpm -e htdig"
and see if that clears up the conflicts with the 3.1.6 version you've
installed from source.
