There is a security vulnerability in 3.1.5, which while not as nasty
as the one in earlier releases, is still enough of an issue to warrant
upgrading.  See the release notes for a list of all the other things
that have changed as well (many bug fixes and some nice new features).

Sometime after the 3.2.0b5 beta release is out, we hope to put out a
3.1.7 maintenance release.  This will be bug fixes only, and likely the
last release in the 3.1.x line.  Until then (it's at least a few months
away), you can get the next best thing by upgrading to 3.1.6 and grabbing
the bug fix patches from ftp://ftp.ccsf.org/htdig-patches/3.1.6/
