The right file to equip htdig 3.1.6 with SSL support is (surprise! :-)
ftp://ftp.ccsf.org/htdig-patches/3.1.6/ssl.10

> and how do I install the patch?

cd to the htdig source directory.
Move ssl.10 to that directory. Load it into an editor.
Remove everything up to and including the line containing "---cut---".
Remove the signature at the end of the file.
Remove occurances of the string "htdig-3.1.6_ssl_patched/" (w/out the quotes).
Save the file. Exit the editor.
Execute "patch < ssl.10" (w/out the quotes).
Rebuild htdig (see htdoc/install.html).

As this is a source patch: of course.
