I played with it some more. I can get prefix matching to work, but not
with the given locale.

I just found out that if I search with locale "iso_8859_1", it works,
and it finds prefix matches. Under Solaris 8, the locale

de_DE.ISO8859-1 contains a directory LC_CTYPE which contains a link
back to the same stuff that is in the iso_8859_1/LC_CTYPE directory.

csh> ls de_DE.ISO8859-1
LC_COLLATE/             LC_NUMERIC/             locale_map
LC_CTYPE/               LC_TIME/                sparcv9/
LC_MESSAGES@            de_DE.ISO8859-1.so.2*
LC_MONETARY/            locale_description

csh> ls iso_8859_1
LC_CTYPE/               iso_8859_1.so.2*        sparcv9/

Very strange.
