Google offer a service, what the htdig group offer is rather different: free
software.

Many Universities, including my own, have installed the htdig software at
their sites and configured it to provide a search index of their University.
Universities use htdig because:

    it is very good
    the purchase cost is zero
    they have the in-house expertise to install and run it
    it can be configured to provide exactly the coverage required.

For example, at the University of Southampton (http://www.soton.ac.uk) our
htdig search covers 278 web servers.

There is, of course, the hidden cost that ~10% of my time (and therefore
salary) is spent maintaining the search index:  keeping the list of servers
uptodate, excluding unwanted pages (eg PHP-driven forums) as they appear,
and updating the software from time to time.
