According to Terry:

Try:  htsearch -vvv -c /etc/htdig.conf words=quality

The argument to htsearch must be a complete query string, as it would get
from a search form, assigning values to any number of input parameters,
and not just the search text from the one input parameter.  If the words
parameter is unassigned, it won't find anything.
