Besides, htsearch already allows you to override the compiled-in
value of the config directory, in a wrapper script, via the CONFIG_DIR
environment variable.  So, right now you get the best of both worlds,
as you can use either approach.  See http://www.htdig.org/FAQ.html#q4.20
