A number of people have had luck building/running ht://Dig under a Cygwin
environment on Windows platforms. It is my understanding that there is
also more recent support for a native Windows build. I believe that the
win32 makefile you refer to is for the native build, but I have never
tried it and don't know anything more about the state of native Windows
builds.
