My first guess would be that you fouled something up, either in the template or your configuration file. Regardless of what the URL says, you appear to always be stuck on the first page (i.e. it is not just the header information that is out of sync). In any case, this is of course not expected behavior and I don't recall seeing any similar bug reports.
Do you still have your original configuration file and templates? If so you might want to drop those in one at a time and see if replacing either of them changes the paging behavior.
