When I tried to run htdig via an http form (using just search.html), I got an htdig error message that htsearch could not read the config file (which is in the usual place). Yet I was able to run htsearch from the command line. Any ideas?

Have you checked the permissions and ownership on the config file and all directories leading to that file? If at any point along the path the permissions are insufficient for the user the web server is running as, you will encounter this type of error when running htsearch.
