I am not 100% certain, but I don't think that there is much that you can do about this short of modifying the htdig code or writing some sort of wrapper for htsearch that parses and modifies the default excerpts. The substitution for li tags appears to be hard coded into htdig; it doesn't look like it would be difficult to change at the code level, but you would of course need to rebuild and be willing to live with a non-standard version of the code.
