There is a configuration setting, any_keywords, which will
join the keywords with a logical "or" if set to yes:
http://www.htdig.org/attrs.html#any_keywords
But if you don't have this set, maybe "network" and
"operating" (or fuzzy matches of those words) are occuring
elsewhere on the page? Maybe "network" and "operating"
occur in pull-down menus or other navigational elements? Be
sure to search not just the visible text on the page, but
also keywords in the meta tags.
