Are you also planning to deploy to a Windows platform? If not, then you
probably shouldn't place too much emphasis on how ht://Dig behaves on
your local machine. The existing versions of ht://Dig are not well
tested under Windows and the results seem to be somewhat hit and miss
based on what has been reported over the years.

If you do plan to deploy to a Windows server, I don't think I have any
particularly useful advice. Everything might just work on a different
Windows box. If you have verified that sufficient access is allowed to
the database directory and tried removing any existing databases and
reindexing, that covers the obvious problems. I have seen a couple
reports that imply htdig might simply no longer work with newer versions
of cygwin.
