This points to your webserver configuration: the settings for the
cgi-bin directory are not correct, if it doesn't execute htsearch
but rather wants to serve it.

What more than "html code" do you refer to that a "standalone web page" needs?

Apart from that, it shows at least a separate line "Content-Type: text/html",
I'm pretty sure (can't test right now).
