Did you check to see if there is a db.words.db file in /var/lib/htdig? If the file is present, chances are some permissions have changed or it has become corrupt. Ensure permissions along the path allow reading by the user the web server is running under. If that doesn't help, you will most likely need to generate a new index. If on the other hand the file is missing, it needs to be restored/regenerated. Finally, if the file exists, but is located in a different directory (and needs to stay there), you will need to update the ht://Dig configuration to reflect the alternate location.
