OK, I looked around on a variety of OS for this file. I found it on a libc5
Linux box, my glibc Linux development box (duh), IRIX 5.3 and 6.2, Solaris
2.5, and Digital UNIX 4.0...

The file defines a variety of important language/locale constants (like
ABDAY_1  and MON_11 and...) and the function 'nl_langinfo'

You're running on a FreeBSD box, right? Could you poke around for the
nl_langinfo function or those constants? It would be easy to put in
autoconf tests for the include file, but strptime definitely needs those
constants.
