A recent suggestion on the bug report database may help as well. They
suggested that the default locale could be compiled in through configure.
Additionally, this could detect the LANG environment variable and set the
default locale if set.

How does this sound? It wouldn't help broken locale problems, but it would
help to set it correctly.

This is, of course, where I come in. :-) In addition to performing the
noted merge, part of the responsibility of doing such a merge is to fix any
conflicts. I've done this a few times when Sleepycat slightly modified the
API to their database calls and the interface classes needed changes.
