[htdig3-dev] SGML encoding

Hello everybody!

I have question about SGML coding/decoding
When it's needed? 
For example in Russia koi8-r encoding 163dec is letter "jo", not
"&pound"
Is SGML in Htdig only for ISO-8859-1 charset?
