The config functions are all included from Configuration.h and defaults.h.
They're accessible in just about every source file (and used in most of
them too!).

IMHO, you should be making the modifications after the parsing is
done--take a look for where the current exclude and restrict stuff is
done. (Some may be in Display.cc.)
