According to Geoff Hutchison:

Works for me. I never did get around to fixing the URL encoding in
createURL() yet, because I got caught up in a more pressing matter with
the valid_word() function, but we can save the createURL() changes for
3.2 (or 3.1.3 - shudder).
I fixed a few minor typos in RELEASE.html, but apart from that it looks
good to me.
