I volunteer for this. No surprise :-)

I'll take a very short time frame, incremental approach for
this. First I'll make a list of what we would like to have. Then
discuss for approval. Then start splitting, one library at a time:
for example: move word database manipulation functions/files in a
directory, make it a shared library, make sure it does not break
anything, run the tests, commit changes.

If we do it this way 3.2 can be released even if the separation in
functionaly distinct shared libraries is not finished. Only when the
separation is finished will we implement the possibility for the user
or developper to specify which shared library must be used, i.e. give
the user or developper the ability to chose an alternate solution.

In other words this point must not hold the release, IMHO.
