One of the problems with using bad_extensions (if I understand things 
correctly) is that the compiled-in default is a useful list of 
extensions, so an operator who wishes to add a new extension to 
bad_extensions has to first dig into the code (or documentation) and 
replicate that list in htdig.conf. I think it's arguable that 
bad_extensions is just as suitable for being included in the template 
htdig.conf as exclude_urls is.
