According to Geoff Hutchison:

If you're going with the stable 3.1.x series, I'd certainly recommend
3.1.3 (after applying the urlparmbug patch to it) over 3.1.2. There are
many bug fixes there. I'm still hoping that 3.1.4 will be ready to
roll in a week or so, if Geoff can put the finishing touches on it by
then. I've make many changes so far, and there'll be a few more coming.
I'm getting caught up on a backlog of e-mail that the htdig mailing lists
belched out in the past couple days (while I was too busy to deal with
it all), and so I'll be fixing a few more reported bugs, and possibly
committing a huge patch file that was just submitted to the list. After
that, it's just a matter of putting the distribution out for testing.
