Dunno.  I can't see the reason.

I added this option at the request of a user who was digging from behind
a firewall.  The proxy server on their site only served outside documents,
not documents from local hosts, so the local hosts had to be accessed
directly.  At the time, it made sense to treat this like exclude_urls and
do the same sort of StringMatch stuff.  For the new config file stuff,
it would likely make more sense to select your proxy at the server level,
rather than the URL level.  However, http_proxy_exclude should still
remain, at least at the global level, for backwards compatibility.
