iso_8601 is also used by htnotify, but not htdig.  Dates from the server
MUST be in a POSIX-style format, and not specific to any locale.  Any server
that uses locale-specific dates is broken.  This is why after setting the
locale, the code currently always sets LC_TIME back to "C".
