This depends on what you mean by "contribute." If you just want to make
the program available, you can post to the list or upload to www.htdig.org
for the contributed section of the website.
You should also consider posting to the main htdig list.
If you have ahcnages to the source itself, you might consider getting a
CVS account, but this is not required.
