I'm not sure what you mean. You can set htdig to index custom meta
tags using the keywords_meta_tag_names attribute:
<http://www.htdig.org/attrs.html#keywords_meta_tag_names>
If you want to restrict searches to specific tags, that's a different
matter. The 3.2 tree does store the context of the words in the
database, but the search-side of things still needs to be implemented.
