First of all, before attempting to interface PHP to htsearch, you should
read Colin Viebrock's article on the subject:

Secondly, if you're getting permission denied errors, you should look at
the permissions on all of your CGI programs and script files, as well as
all directories leading up to them, i.e. /usr, /usr/www, /usr/www/users,
and so on. They should all be readable and executable by the user ID
under which your web server runs, as well as by any user ID you use for
testing.
